The mayors and the city councils are elected. For example, the city government of Hargeisa is consisted of all three parties but the majority rules the office.
The Governors are not elected. For some weird reason, they are appointed by the internal affairs office. I’m sure that will change soon too.

The Guurti = senators (guriga odaydaya ama the house of elderly)
Golaha wakiilada = members of parliament
The MPs are elected members and the senators or the house of elders is up for their first election after the presidential election is concluded. They currently made of the elders who laid the foundation of the country after the liberation by the SNM.

The two houses made the up the congress branch of the government ama qaybta sharci dajinta.

Like I said productivity. If you can't support your local government no district or province status for you.

There are many district names by the current administration to please certain individuals but those are NOT gonna stick. They have to go through screening process that will take for few years before they officially become a district or province.
