KAMPALA, July 15 (Reuters) - Uganda wants new rules of engagement that will allow its peacekeeping troops in Somalia to go on the offensive against Islamist rebels who claimed responsibility for bomb attacks in Kampala last weekend.

Twin bombings which killed more than 70 people watching the World Cup final on Sunday came after al Shabaab insurgents threatened to take action against Uganda for contributing troops to the African Union peacekeeping force in Somalia.

As al Shabaab threatened further violence against Uganda, President Yoweri Museveni said he would push for African Union troops in Somalia to be permitted to take on the al Qaeda-linked insurgents and prevent them from carrying out more attacks in the region.

Uganda and Burundi together contribute about 6,000 troops to the African Union peacekeeping mission in Somalia. It regularly trades fire with insurgents in the capital Mogadishu, but is not mandated to go on the offensive against them.

Museveni also said Uganda would tighten its internal security to keep out foreigners intent on further attacks.

"We are now going to go on the offensive and get these people. We were in Mogadishu on the African Union mission to guard the port, airport and state house," the Ugandan president told a news conference late on Wednesday.
"But now they have mobilised us to look for them. In the past we were not involved in Somali affairs, now we are taking a big interest in these groups."

Asked if that approach would require a change of mandate for the force, Museveni said, "It will have to be peace enforcement to bring a solution to Somalia."

Two bombs went off in a crowded restaurant and a rugby club in the Ugandan capital on Sunday as fans watched the final match of this year's world cup.

Al Shabaab's leader, Sheikh Mukhtar Abu Zubeyr, said the group would carry out more attacks in Uganda.

"Attacks in Kampala were preliminary. We shall do more as AMISOM (the peacekeeping force) continue massacring our people. I would like to tell people of Mogadishu that Shabaab mujahideen will take revenge on your enemy AMISOM and do the same thing they do to you," he said in an audio tape issued on Wednesday.

Museveni said regional powers would not be deterred from their aim of sending 2,000 more troops to Somalia in the short run before eventually raising the force to 20,000.

stupid primitive fufu-eating baboon. being on somali soil, massacring the people of xamar on daily basis and upholding the treacherous tfg regime and being the sole reason it exist isn't 'being involved in somali affairs?'

If Uganda goes on the offensive in Somalia, they will kill more innocent people, meaning Al Shabaab will have a lot more kids to recruit.

Best thing for them to do, is leave.

I see that word fufu used a lot here. What does it mean? I am a Kenyan and I hope Somalia can find a way to bring a stop to the endless misery that has befallen her people without spreading the chaos in the region.

They send troops to Somalia. Troops massacre Somali's. Somali's start fighting Somali's

93, 06-09, its the same story. Foreign troops can't help us. Best thing is for them to leave, let Somali's take care of business

...Ok they send in 20,000 or 200,000 troops. TFG is asked to build their own military so the AU can leave.

- There is no way to wipeout Al-shabab without killing the entire population.
- There is no way to stop Al-shabab entering a sleeper phase.
- There is no way you can diminish the number of troops Al-shabab has so long as you have HIV infested individuals terrorising somalis on their own soil.

Many detest Al-shabab but remember we are somalis when the bullets start flying... Our entire existance is permeated by kinship(qabiilism). Further to that the TFG have already polarised popular opinion and has shown the people that they are men without morals or ethics and as such rank low in the eyes of the average Allah fearing muslim.

This type of engagement is what turned the ICU(somali focused group) :arrow: Al-shabab(threatening the region) the risk is a repeat of what created Al-shabab could possibly create :arrow: Al-Dijjal(threating the globe).

Al-shabab needs to be removed by a somali force... provide the support required to remove them or stay the hell out.

There will be no support for a campaign to solidify the existence of a corrupt and illegitimate government without a shred of moral fibre. You might aswell install a Kikuyu as head of the TFG if that is the case... You will find yourself among a proud and stubborn population willing to take the inhumanity of war to level only witnessed in horror movies.

TFG does not represent the majority and as such they do not have the right to prostitute an entire nation to satisfy the cravings of Dictators.

Do not open Pandora's box in somalia

Do not force the mutation of Al-shabab to Al-Dijjal

Do not Aid the creation of another Dictatorship in africa

Ugandans are not equiped to deal with the possible risks, they may even get involved with their Christian liberation movement.

It is now official, that Al Shabab has made their biggest mistake. Now Uganda and AU will come in to wipe them out. One thing that remains unknown is how Somalis take advantage of this mistake by Al Shabab and turn it into a lasting peace for our country. When the Germans attacked an American ship, the Germans created a path for destruction and led to their defeat in Europe. When the Japanese attacked Pearl Harbor same ordeal. Now that Al shabab has made this mistake, the question is will Somalis come into aide, fight for their country, end qabilism and run their country once and for all. AU cleaning out Al Shabab is a good step, but lasting peace is on us. If we are willing to stand by a strong government we can do it, however if the qabilism blankets unfold after this we are back to square one.

So Somalis a question for you....are you guys willing to stand by your nation after this havoc is over? Or will you go back to " Kaan waa Hawiye, Waa Darood, Waa Isaaq, waa jaaju " or will you say " My country now has a strong chance of becoming peaceful and I will stand by it no matter who is in control and celebrate the end of Al Shabab? It is up to us.

Many foreign armies invaded Somalia before and all they did was the killing of the Somalis and continuation of the suffering of Somali people. Ugandans, Burundians, Ethiopians, Kenyans and other Africans who may come are all subcontracted to this mission. The intention is not to build a Somali state and a robust Somali army. The intention is the continuation of the suffering of the Somalis.

Musaveni is threatening now because the mission is being updated to a new level as it looks like. Basically, a new offensive against Al-Shabaab. History teaches us that movements like this don't go away easily and they don't easily get crushed. 70,000 Ethiopians came at one point and we all know what happened and how that invasion and occupation ended. Al-Shabaab, Hizbul-Islaam, and others will adapt to any new force that is much bigger in terms of troops and fire power. They will do their basics and fight back. As it looks like, it will be a long bloody war.

The best way forward is to leave Somalia to the Somalis and watch it from the sidelines.

That is a recipe for disaster. Somali cant be left with Somalia because of the all the cleavages we throw at every political situation. The best way to deal with Somalia in my view is international intervention with a newly formed government run on democracy and watchful presence of international troops. Somalis is like Sierre Leone. The more Somalis are left to take Somalia on their own the worse it gets because we dont abide the rules of politcal engagement. after the dust settles and we prove we can run a peaceful naton, we can ask these outsiders to leave. Before then....let the outsiders come in.
