The guys in question weren't living in shanty homes, they were well-off and had enough money to go to Yemen, they were living in the hotels you speak of. They were returned for their own safety, unlike Hargeisa that lets every Oromo, Amhara, and Jewish squatter use it as a gateway to Europe.

Ethiopia is a country which has a false perception of itself. Its basking in past glories. Its a divided country whose interests lies in its maintaining its very existence. Apart from threats to its security, their interests in the Somali peninsula is largely limited. Its not a Machiavellian as some people seem to suggest.

Somaliland is a sovereign state, able to act alone in its interests. Somaliland and Ethiopia are friendly nations intent on building productive ties and friendly relations. Nonetheless, if you can provide tangible evidence that Somaliland is puppet state of Ethiopia, that would most certainly be welcomed. We can all be speculative but lets try to be rational.
