Gadabursi have no need to raise the Somali flag and their interest isn't tied to it but they still think like free men and they do it with bravado.

Actually wrong. I don't think Gadabursi care about that, they are more concerned about their interest; unlike Dulbahante the Gadabursi don't care about handouts or seats. Gadabursi fully joined Somaliland in 1993 when SNM guy Tuur got his ass kicked by non-SNM Cigaal and Riyaale. They felt safe with non-SNM guys, it is a normal reaction. But now the SNM guys are back and the Gadabursi don't feel safe. They do not want to be part of SNM government.
