Was this unnecessary or What?

had a wee bit of a fender bender today. I wouldn't even call it a fender bender. I bumped some guy's truck (for the record his truck was hanging way out of his parking space) and he got a little bit of mint green (from my car) on his black bumper, which didn't even have a dent on it. I gave him my insurance info and my contact info, assuming that because this was something a $10 bottle of touch up paint could repair, he'd probably just call the insurance company for a quote and ask me for a check, which I offered to send him.
What person would want to go through an insurance company and raise their rates when they could solve it for $15 and not have to pay a higher premium each month?
The guy reported this to our insurance.
So now both of us are going to be paying more every month because of it. He didn't even have a DING. It was some PAINT. MY paint, not even HIS paint!
I'm extremely peeved about this. Why can't we do anything without getting involved in some sort of bureaucracy?! I'm normally a very honest person but I'm finding that I wished I'd just run across to the store, bought some paint, dropped it in his car, then left.
