I guess all Isaaqs must be from Hargeysa and Burco.

In the charter, the President is a figurehead of state whose main job is nominating prime minister. The prime minister is the one with the power and if they disagree, the president can't even fire him.

Look to the UK system, though their democratic institutions way more sophisticated it is the same thing with our president functioning in the position of the Queen of England or the Governor General of Canada. Prime Minister is head of government and the one with real power in the charter.

^ Yes the Prime Minister might important in government issues concerning legislation and stuff, the president is still the commander in chief of all armed forces, and that it is why the President is the most important position.
