Discuss federalism...

Post by Cirwaaq »

Federalism is a system in which the power to govern is shared between national and provincial/state governments
POV of leadership: 4-6 state heads and a central government.

Distribution of resources will create super rich federal states and dirt poor federal members this will create new conflicts that will fuel another 20year war?

In my view this is a recipe for a disaster  :broken:

Federation is something that works when well established states come together fully conscious of the economic risks involved. It is not a crutch to aid in the creation of a nation. It will fail simply because you cannot enforce it for it requires political maturity and security. Ethiopia is an example of a federation where %5 of the population rule over the other 95% with an iron fist at gun point.

The United States has rich states and poor states, there's nothing wrong with that, its what the people wanted. Somalia should have the same thing, so if problems arise in Mudug the entire country doesn't have to fall with it, this is why the separation should exist, to prevent a domino effect if bad things arise. In a small country like Somalia, ideas will be shared and no region will be left behind. But, the slow progress of people in Bakool for example should not hold back people in Bari from going places; in fact competition between regions should fuel progress like the United Arab Emirates where every Emirate is competing to build the next great city.

The US is a bad example,
the US started with a confederation of states that evolved into a very weak federal structure.
when federal income tax and other taxes were adopted the federal government ecame even stronger and started to have more control over idividual states.

For anarchic fiercly independant people like somalis,
the swiss model is the only one that would work..
and mind you the swiss had at least 2 civil wars and allot of conflicts to become the peacefull
serene people they are today..

somalia should be divided into dozens of small cantons.
each with full control over thier affairs.

only foriegn policy, currency and defence should be the role of a federal government.

the problem is how do you manage natural resouces and foriegn aid..
the federal government would monopolize them and start becoming more powerfull, leading to more competition
for control over it by the clans...

one idea is that all resources, requiring intensive capital like mining and oil should be put in a waqf like trust that
will invest profits for all regions as a whole.
the region where the mines, oil is located would get preferential treatment, in e.g access to jobs and taxes on revenue.

let each canton like beledweyne and the sorounding for example,
elect thier own security force.
A sherrif would be elected by town council or appointed by a mayor, he inturn would hire his deputies.
who needs a federal police force?

for advanced criminal investigationa and csi shit, ther should be a small dedicated federal unit
that moves from state to state and crime scene to crime scene when called on by the local police for consultation...

another small federal unit should focus on external intelligence and keeping an eye on foriegn residents and refugees.

im sure something like this could be done on a very small shoestring budget..

if the you throw shitloads of aid at a government, they would use it get more power through bribery and pocket the rest, while little gets done..

The real question is how will power in a proposed federal system be distributed? At least there wouldn't be a need for 4.5 system because each state will be content. Also, how will power structure be formulated? will each state send MP/senators to represent them at central government? Not so sure about having a consistent foreign and economic policies.

I was refering to the distribution of natural resources in the former republic.

Residents of Bay and Bakool are in a resource rich region in comparison to Bari or Nugaal. Will that mean koonfur will carry the burden of poor regions?

I don't understand how federalism differs from what we currently have. Sherif in Vila somalia who manages a federal Vila that anyone has the power to boycot if their clan's wishes are not met... We will be at war for every in my view.

I don't know who told you that crap but most of the oil and petroleum(if true) in puntland is situated in the dharoor basin in bari which is smack down in the middle of majerteen territory while dhulbahantees share the nugaal basin with us as it starts in nugaal and ends in central sool. In any case, I totally do not support any oil exploration going on in puntland before Somalia becomes peaceful and gets back on it's feet again. In fact the whole oil exploration thing makes me so pissed off wallahi lol. These corrupt thugs want to exploit and destroy our country. Fuck the pl government

Muahahah

I assure if Oil was there in any significant quantity Puntland would declare independence without consideration, you got Sheik Atomic after the discovery of possible mineral deposits guess what puntland would suddenly develop 100 Atom as soon as oil extraction begins.

In my opinion federalism belongs in the toilet when Somalia is concerned.
