Should minimum wage laws be set & enforced?

South African workers have been protesting the shut-down of garment factories that have violated the minimum-wage law. (Please read the New York Times article below). Do you think minimum wage laws should be set and enforced by national or international institutions? In this case, do you think wage laws will benefit or harm workers in the long run?
