Its not a clan war and never was, only news sites turned it into a clan war so they could revive the Maakhir state thing by painting Puntland's attack as a Majerteen aggression. Atam's funding and support came in large part from Majerteen; his previous hideout was in Bargaal which is deep in Majerteen territory. A large chunk of the Puntland militia involved also came from Dhahar. Before he went hiding in Bargaal and Galgala, he was a teacher in Bosaso. I don't know what his militia is called, they aren't really a militant group, they just wanted to start their own Shariah police force in some western Bari towns and the idea was opposed by the state.

Don't compare Puntland to a bunch of lazy khat chewers. Somaliland needed Ethiopia to fight against Gadabursi youths but Puntland took care of Galgala independently and swiftly.
