It is my degaan. The troops who captured are part of PL and it is a finance issue. They were in Awrboogays (Sanaag) and Hudun (Sool) and somehow there were some mishaps committed by some of the officers. This is their way of getting th admin to hear and it is all settled now. Tukaraq is a custom area where funds are generated and it has issues at times especially when duties are relieved from some of the officers.

I say it is customs area because if you don't have this custom so many checkpoints (spaao) would be created as it happened in the past and innocent travellers would be robbed. This custom removes the headache that the travellers used to experience.
