The large "settlements" on the west bank are small cities. They will never be evacuated. The wall was built to contain them within the new boundaries of greater Israel. Otherwise, a deal is possible. But there will be no unilateral withdrawal from the West Bank. It will have to be part of some sort of deal. The real wild cards here are the extremists on both sides who are going to try their best to prevent / sabotage any potential deals.

The West Bank situation is much more complicated. Jerusalum is defacto split, so the potential for the PA to be given control over the Palestinian portions is certainly there. But for that to happen, there has to be a comprehensive deal. Most, if not all, the settlements deep in the west bank can be coughed up pretty easily. But that won't be unless, again, it's part of a deal.
