The Presidential Compound is actually located in Bosaso, but I don't know why. That's why all the leaders spend their time there instead of Garowe. Below is a photo, its in the background.

One positive thing that came out of the civil war is the develop of Puntland. Before that, everyone invested in Xamar. It was a rude wake-up call, but a needed one.
