The Ethiopian Empire/Abyssinia (that is the [current] Government of Ethiopia) does not want peace for Somalis, no matter what their nation. It has no interests for any country/people than its own (Tigrays)
Ethiopia is the main factor that is de-stabilising the Horn of Africa (HOA) - not Al-shabaab. And the Ethiopian empire, in its current state with 80 million population is to big a current & future threat to its neighbours. It has shown it doesn't want peace and is hell-bent on interfering with other countries.
The only way for countries in the HOA to live in peace and have a chance at progress is:
1) The independence of Western Somalia (it should not unite with Somalia proper, and it should be called western Somalia as to call it Ogaden would give the false impression that it is inhabited by the Ogaden only, rather than the majority of Somali clans (Dar**d, Is**q, Haw**E ect)
2) The independence of Oromia
3) The abolition of Puntland & Galmudug (=restoration of a central Somali government) as to avoid clan fiefdoms and unviable/iligitimate 'states', with no basis for being a State. Capital remains Mogadishu.
4) The independence of Somaliland (as to the 1960 borders of Somaliland, before it united with Somalia. It think they have done well for themselves, done the Somali name proud and they took in hundreds of thousands of refugees - therefore I support them)
5) Then there will be 3/4 Somali nations (depending if you count Djabouti), with 3/4 seats on the U.N, A.U, Arab league, Organisation of the Islamic Conference and IGAD. I believe Somalis will be stronger that way - They should then form a strategic co-op.
6) A co-operative of security & econmic between the 3/4 Somali states
7) A co-operative organisation of security between:
- Somalia
- Western Somalia
- Somaliland
- Djabouti
- Oromia
- Eritrea
- Egypt (which should have military bases (in one/some) the countries neighbouring what remains of Abyssnia/ Ethiopian Empire)
