MOGADISHU (Sunatimes)- After the world outcry against the Somali parliament’s decision to extend their term by three years, Somali MPs say they have discussed the international community's opposition to the extension and would file legal action against the U.N envoy for Somalia for leading disapproval. :mrgreen:

Speaking to the reporters in Mogadishu on Tuesday, Abdalla Ahmed, one Somalia’s corrupt MPs says that they had a common stance against the UN special envoy to Somalia and would soon table a motion in parliament against him.

He slammed Augustine Mahiga, the UN special envoy to Somalia, for poking his nose into what is none of ‘’his business’’.

One of the latest country criticized the parliament’s move is France, which said it regrets the unilateral decision made by the Transitional Federal Parliament.

In a statement, French foreign ministry says, Discussions on post-transition arrangements must indeed be an opportunity for open political dialogue, avoiding a situation in which particular institutions take unilateral positions.

“It is essential that the transitional institutions (president, government and Parliament) demonstrate their credibility by acting in a responsible way in the interests of the people, whose needs are immense”

“France reaffirms its confidence in the Special Representative of the United Nations Secretary-General, Mr. Mahiga, in his efforts towards promoting dialogue”

“France, together with its European Union partners, will undertake an assessment of its support for the Somali institutions by August”

Somalia has been without government since 1991 after dictator Mohamed Siad Barre was overthrown by armed warlords that turned the horn of Africa into an endless decades of war.

Unilateral TFP Extension is a Disservice to the Somali People

PRESS RELAESE| The decision by the Transitional Federal Parliament to ignore the African Union’s request for wide consultation and instead to unilaterally extend its term beyond the end of the transition period is a disservice to the people of Somalia and a setback to the establishment of legitimate and effective government.

The Parliament has failed to deliver on the crucial tasks required of them by the Djibouti Peace Process to help pull Somalia out of twenty years of conflict. This unilateral and unrepresentative extension is not in the interests of the Somali people. It serves only to further undermine the credibility of the Parliament and risks strengthening al-Shabaab. This self-serving political maneuvering calls into question the suitability of the senior leadership of the Parliament as viable partners for the Somali people and the International Community as we collectively work to bring peace, stability, and progress back to Somalia.

We believe that this ill-conceived decision should be reconsidered and urge the Transitional Federal Government and Parliament to enter immediately into serious discussions with its regional partners, United Nations Special Representative of the Secretary General, and its key supporters in the International Community on an acceptable way forward.

Somalia: Statement by Augustine P. Mahiga on Parliament’s decision to extend its mandate

Press Release| I have noted the decision by the Transitional Federal Parliament (TFP) to extend theirmandate by three years. This is a disappointing decision taken in haste without the required level of discussion and consultation on how to end the transition and on the next political dispensation after 20 August 2011.

The consultations had actually begun with the President, the Speaker of Parliamentand the Prime Minister but have not been followed through.

Today I met with the African Union (AU) and the Intergovernmental Authority on Development (IGAD) to further deliberate on the outcomes of the IGAD Heads ofState summit in Addis Ababa on the 31 January 2011.

We agreed to jointly meet with the leadership of the Transitional Federal Institutions (TFIs) as soon as possible to discuss the way forward while ensuring stability and change.

The Somali people deserve and expect to see change. It is the responsibility of the TFIs to implement this change in consultation with major entities representing the Somali people and key partners of the international community. We will continue to work with the Somali leadership, in the spirit of transparency, cooperation and mutual trust.

EUROPEAN UNION Brussels, 4 February 2011 A 046/11

Catherine Ashton, the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission, made today the following statement:

“I regret the unilateral decision taken on Thursday by the Somali Transitional Federal Parliament to extend its mandate by three years. The decision was taken hurriedly without appropriate consultations on the way forward.


This step risks weakening the credibility of the Transitional Federal Institutions, and of their leadership, in the eyes of the Somali population.

I urge the TFIs to re-engage in a broad consultation process, as it is only through such an inclusive process that there can be a sound reform agenda for the transition and beyond, and thus contribute to peace for the people of Somalia.

Progress achieved in this process will help the EU to define the scope and the extent of its support to the present and future institutional set up.”

Somalia: Puntland Government Denounces Unilateral Term-Extension of TFG Parliament

PRESS RELEASE

The Puntland Council of Ministers, in an extra-ordinary meeting on 5 February, 2011, has unequivocally rejected the confusing term-extension of the Parliament of the Transitional Federal Government (TFG) of Somalia, which was hastily extended for three-years on 4 February, 2011.

After a long debate and deliberations, the Council of Ministers has reached the following decisions:

1. Considering the critical difficulties Somalia is presently undergoing, Somalia does not need a term-extension that exacerbates the complex situation, which does not serve the interests of the Somali people;
2. This new term-extension diverts the attention of the Somali people from the preparations for the procedure of a smooth transition;
3. The Puntland Government will not accept any decision adopted by the TFG Parliament.

Therefore, the Puntland Government condemns and opposes the unreasonable term-extension by the TFG Parliament, which leads to a new political disorder in Somalia.

In the same meeting, the Council of Ministers discussed the Draft Federal Constitution being prepared for the Federal Republic of Somalia and has decided the following:

1. In principle, the Puntland Government supports the completion of a Federal Constitution for Somalia, and the President of Puntland previously launched in Garowe the Draft Federal Constitution in mid-2010;
2. The Council has recognized that the core of the Draft Federal Constitution is not one that clearly spells out the Federal System that the Puntland Government has pioneered in Somalia since 1998.

However, the Puntland Government is committed to fully work with and put forward its position and advice to the Interim Federal Constitutional Committee (IFCC) regarding the Draft Federal Constitution.

TFG's failure in the eyes of the international community at this critical time has consequences far beyond the aspirations of a few.

It will be an interesting year 2011.
