All in all, the answer is no, Any support is strategic and is not absolute. HG believe in the union however,

Shabaab have yet been able to infiltrate and control HG dominated area. in Galguduud, ceyr have held out. And there is not a single shabaab anywhere in Galmudug, I think the same would apply in Ximan iyo xeeb.

The problem with HG is that they are not united as a bloc like they were in the early 90s. For instance, Saleeebaan are pro-shabaab, while Sacad are pro ahlu-sufi. This alone destroys HG power.
