Clearly you haven't read Surah al Maidah, a Medinan verse (which cannot be abrogated) which legislates the punishment for the thief:

"As for the thief, the male and female, amputate their hands in recompense for what they earned as a deterrent from Allah. And Allah is Exalted in Might and Wise." Surah 5:38

Abrogation of verses in the Qur'an was mainly for Meccan verses (99%) simply because of the great transition from the Muslims being a subject peoples under occupation and persecution in Makkah TO a nation which the Prophet (SAW) is a leader and statesman in which legislation and Law become imperative. So dont get confused, anyone who believes that cutting off the hands is barbaric has DISBELIEVED in Allah and His Messenger (SAW).

chopping hands is islamic law and its clear in the Quran and Hadiths...but they are pre-conditions before u chop someone's hand culuma of the fiqhi made it clear and not everyone jumps out of nowhere and chops a thieves hand
