In late February and early March Somali forces trained in Ethiopia and Kenya launched an offensive to oust the Somali insurgent group Al Shabab from towns in southern and central Somalia with the help from the United Nations, African Union force AMISOM and Ethiopian army. As a result, the insurgents have been pushed back and the government forces are in control over several strategic towns.
Forces trained in Ethiopia now control the three strategic towns of Bulla Hawa, Luuq and Dollow and rely on heavily armed Ethiopian forces along the border for logistical support. Somali forces trained in Kenya are now deployed in Elwak and Dobley and depend on Kenya for their logistical support.
However, these small victories do not come without controversy.
Division Among Forces
Although the Kenyan-trained Somalis and the Ethiopian-trained Somali forces are united in the fight against the insurgents, there is division within both camps. Each group has their own commander and loyalties: Adan Warfa (Reer Guled Faraax) is the Chief Commander of Kenyan trained Somalis in Elwak district while Colonel Jamal Hassan Farey (Reer Diini) is the commander of the Somali forces trained in Ethiopia. Each force is deeply connected to the country which gave them training for logistical support, mentoring, and on-going instructions.
The Somali government admitted to the division and President Sheikh Sheriff Ahmed appointed a four member committee, who all hail from Gedo region, to unite the leadership of the both camps. Former Chief of Staff Somali National Armed Forces Major General Yusuf Hussein Osman (I don't know his sub-clan) is the head of the committee, and he is joined by 3 MPs from Gedo region, Hon. Noor Mattan Abdi (Hawrsame), Hon. Abdi barre Abdi (Reer Diini) ,and Hon. Mohamed Said Aden (Reer Hassan).
In an interview with Somalia Report General Yusuf acknowledged the real task ahead that is waiting the committee is not easy.
“It’s not always easy to unite forces trained in different countries. Their training is different and there must be that mutual understanding between the forces and those who gave them training,” he said. “From my understanding on how the forces work, there is no division whatsoever between the forces who are fighting on the ground, but there is division at the top.”
The committee has established concrete steps to solve the crisis: there will be meeting with tribal chiefs, members of parliament from Gedo region, local administration and they will be requesting everyone to respect the local administration that was in place.
General Yusuf said there is need for the whole of Gedo region to unite.
“We need to unite. Unity is so important for us to achieve our goal, we don’t want to be divided by people who have individual interest. There is a need for everyone to liberate our villages, towns and district from this insurgents.”
Troops Go Unpaid
Earlier this month top commanders from southern Somalia criticized the government for not paying the wages of the recently deployed forces in the southern part of the country. Commanders requested that the Transitional Federal Government to pay the forces so that they don’t sell their weapons and join the terrorist groups.
The Somali government pays its forces between $100 to $200 a month. This is one of the problems the committee is going to address, General Yusuf told Somalia Report.
"The government must pay the wages of every individual who is working for the government especially the forces who are fighting for the stability of the country. We don’t want to see soldiers who have trained joining militant groups," said the General.“Somali troops need to be paid to boost their morale, so that they continue to fight, we hoping the government will address this issue of payments and hoping they will be paid very soon.”
A Fragile Victory
Even though the government has gained ground since the start of the year, critics say there is nothing to celebrate because the fighting isn’t yet over. It might boost their morale to certain degree but Al Shabaab will regroup as they did before when they have lost grounds to the government forces in different regions.
