yes Yes YES. Let me touch on one last point you made. As you stated the Khat IS one huge problem(contrary to what some believe I actually never chewed). Anyhow, I agree khat has been a problem for our people particularly the males for many years. It will take a miracle to make them drop the habit. One way to quickly tackle this problem is to regulate and control the imports of this drug and by imposing high tarrifs on it to discourage those who seek business in it. Then every five year period we should reinforce the laws and make them tad bit tighter til khat becomes scarce. Obviously we need to have jobs to fill the time slot so that males could get busy working when they could be chewing. It can be done. As you may have heard khat is illegal in the united states, such many guys who were addicts can no longer purchase it or chew. The idea of securing funds through Dahabshiil is excellent. They've proven themselves worthy with their services and already work with other private companies. I agree health is a priority, but education should be taken seriously too. We as a diaspora should open more trade schools along with the universities present to teach the unemployed how to properly build structures and roads. The government should at least make trade schools free for all Somaliland citizens. We should also regulate the school system by creating school districts for 5 zones (North-West, North-East, Central, South-West, South-East)
With regards to reinvigorating the inner core of Hargeisa, I believe a smart approach is to provide mixed-use development there. We should tear down the bungalows that take up so much room inside Hargeisa and build medium to high rise towers with businesses such as clothing and grocery stores being operated in the first floor of each of these buildings. That way, tenants of buildings don't need to travel for merchandise. We should also provide affordable forms of housing for the citizens such as public housing to those fleeing the conflict from the South or those who can't afford market rent. With roads, to reduce the amount of cars inside the centre of Hargeisa, those who don't identify (as you mentioned) as a government worker or are public transportation should be subject to a congestion tax similar to the one done to London. That way we can earn more revenue and reduce the amount of traffic in that area. Then a toll expressway connecting the airport to downtown would be effective and very lucrative. The bridge between North Hargeisa and South Hargeisa should also be tolled since it's a heavily used crossing. In the future, there should be a beltway similar to the one in Washington and London circling the city and inhibiting sprawl. In regards to public transportation, we should have a state run taxi and public transportation service where all the taxis are given the same fleet of white Toyota Mark II's and improve on what we have right now for buses. Perhaps in the future we can connect the newer developed suburbs to central Hargeisa via light rail or monorail.
I was also thinking about regulating the importation of khat by keeping it legalized but taxing it at a significantly high percentage. That way a black market won't evolve from the prohibition from it, creating crime and depriving our GDP. As well, the policing system should be revamped. All entry-level officers should be equipped with 9mm pistols and batons and be connected to a regional police radio system. As well, a bomb squad and SWAT team need to be formed for dangerous attacks that may be committed. The vehicles we have should all be upgraded to either Nissan or Toyota trucks equipped with sirens; we should cover the bed of all the trucks and use them to hold arrested perpetrators, we don't twenty cops sitting in the back with AK-47s. We can use the extra officers as the walking unit or motorcycle patrol.
In terms of military, I agree conscription is vital, however we should also provide military professionals such as field medics and logistics to properly aid and coordinate our soldiers.
Call this impossible, but given the devotion, time and of course $$$, insha'Allah this is possible. If everyone who develops buildings in the area is on the same page with each other and ignores qabiilah's and other trivial stuff, insha'Allah Hargeisa will be the pearl of the Horn.

I had few ideas of my own as well. Instead of waiting for this govt or others in the future to get stuff done, we the Somaliland diaspora community should really start thinking of extending our efforts towards public service needs such as roads and other infrastructure that are vital to our existence. I think the Somaliland people have done an excellent work in the private section which is the engine of our nation today. We just need to maybe think little outwardly and put some of our money towards things that will benefit the great good instead of just ourselves.
Few of my ideas include opening of secured savings account for public service needs in Somaliland. This account should be opened through Dahabshiil bank for their credibility in public trust. This account be made public and yet secured and transparent so that each dollar that is deposited gets credited and each buck that comes out should also be documented as to where it was spent on. The money that is being put in the account should only be used for wider public interests such as health and educational institutions, roads, and all other infrastructure that may arise. Their should also be a body that ensures the money is not being accessed for any other purpose.
One project at time, one road, one building at a time from areas of most need to somewhat and least. these areas that follow in my personal view need the most attention as we speak.
1. Health
2.Education
3. Roads
4. Defense
It's extremely important that we revamp the Hargeysa hospital I recently visited there and It was an eye sore. the general hospital serves the entire city including people from near and far towns in the area. The hospital stuff are hardworking but the equipment and space they operate is no where near where hospital under that much stress should be. This should be our number one area. And we also need to reorganize
school charter systems, build our roads starting from local 1km road works in the inner cities and build outwardly. This can be bundled with transportation, the bus, taxi service should all be under the govt all employees should be classified as govt workers and all buses and taxis services should all bare same color to ensure public safety. we must issue licenses to all drivers before they can operate public transportation vehicles.
As for the defense, we must cut down number in the armed forces to around 10-15 thousand in active duty in any given period in all sects of the military. They must be maintained well with their pay and equipment to further their capabilities an effective military doctrine must be adopted that ranges from training to public relations procedures. We must have distinct uniforms. During non conflict times the military should perform their public duty which includes assisting the public not only in safety measures but road building and emergency work such as drought relieve efforts. The military should set a good example and be an effective public friend and not other-way around.
In addition, we should have reserve militia consisting of every able bodied male. Once reached adulthood every male should spend three months in the military training and familiarize with the military duties so they can be ready to take on tasks if there arises a time when we need to mobilize all males to participate in act of defense. This should be a mandatory because lets face defense of the homeland is our duty and we should all be prepared.
This is just off the top of my head I think every Somaliland is passionate about these issues but how and where to initiate this where we seem challenged at the moment.
