As already stressed, the major purpose of the conference is to forge a “common vision” among Somali authorities, a purely consultative – no decisions would be made. The “international community,” would be present only as observers to “show support” and to “get a clear idea” of the role the Transitional Federal Institutions in the “transition” with “the current framework based on the Transitional Federal Charter and the Djibouti agreement.”

With the Transitional Federal Parliament and Transitional Federal Government in deep factional wrangling, and other stakeholders like Puntland and the Sufi movement, Ahlu Sunna Wal-Jamaa, which is loosely allied with the T.F.G. at odds with both the parliament and government, one has to wonder why both Farmaajo and Sh. Ahmed are trying to derail the Nairobi conference that is ment to bring all the stakeholders closer.

The stakeholders can be much closer inside Somalia not Nairobi hotels. :som: :som: :som:

Unlike Farmaajo and his boss Sh. Shariif, Faroole sees no harm in attending what is purely consultative (advice-giving) meeting.

Rather than solve the political and social problems first, the TFG expect a political solution to emerge from military victory. That my friend borders on recklessness when employed in an environment that cannot be permanently stabilized... two things will never work in Somalia: 1) the Djibouti Agreement, as representative of a single clan, will never work for Somalia as a nation and 2) any military solution, 20,000 troops or not; Somalia needs a political settlement among Somalis, who must reorganize under a federal system.

Where in Somalia do you have in mind? Like Mahiga said, Farmaajo is very ambitious but he doesn't recognize the fact on the ground in his own backyard. It takes 12K AMISOM troops and dozens of armored vehicles to ensure both Farmaajo and his boss’s safety, so Mogadishu I would hope you would agree is not safe to host any personals for security reasons and because of bad facilities.

Harigesa wants nothing to do with Somalia and that leaves us Garowe, and to my knowledge authorities there welcome to host a broad-based Somali National Reconciliation Conference. Whether or not Sh. Sharif is ready to engage officials in Puntland instead of marginalizing them remains to be seen.
