So Far only Djibouti and Kenya have come out against the meeting in Nairobi. Ethiopia will do everything it can to make sure a central and Strong Somali state never comes. Plus Kenya is a double agent because they have the most to loose if all those UN office's move. Dont ever trust FUFU

IGAD isn't monolithic when it comes to Somalia. Eritrea has it's own path for Somalia as does Djibouti as does Ethiopia as does Uganda and as does Kenya even though Kenya might not be so public with it sometimes.
