It's physically impossible for you to intimately care about more than a few dozen people along the course of your life. Everyone else is just a meaningless abstraction.

It gives them a false sense of identity and moral compass.

However, you're wrong about caring about only a 12 people at a time. I care about all the Majerteen in the world with all my heart and we're far more than a dozen people.
