To build a decent size well in PL? Especially one around outskirts of Garowe?

Inshallah I want to build one in the next two years but need to begin saving now so I need a rough estimate. First I wanted to build a masjid but mother’s wise advice was build a well cos that’s more in need.

So I think your mother's advice is more practical (plus, both of them are Sadaqah Jariyah). Having said that, it'll still depend on whether you want a basic, standard well or you want install a generator, water-bump & tank?

The best thing to do might be to contact an engineer in the area and get some real quote of all the costs and the time (also it's good idea to check if you can buy the goods from Dubai for example).

it all depends on the water table of the area,however shallow wells dont cost more than 7-8000.u have a better luck donating ur money to organizatins like mercy usa and having them build that well for u.

mercy USA built hundreds if not thousands of wells in somalia,i'm not sure if they can do it at the palce u want though.check with them

OP, you better check with a known, local org or even better with someone YOU know in the area.
