So the budget is between 22 to 30 million USD per annum.

I am baffled that the Puntland government actually does its accounting in Somali Shilling (a worthless currency), they should just switch entirely to USD.

I think the 2009-2010 budget was around 50-60 million ( I'm not sure) so I would be happy with an improvement on that figure
