Make a private Somali security company. Put it all Moryaans with TFG military training+ warlord experience+ 20 years of fighting history.
Advertise them as "African solutions, to African problems" and let them be hired by other African small countries that have problem with rebel groups
They make money, and they do what they do best
The investment to this company can come from Dahabshiil, they will also have to buy Somali military gear and equipment from the goverment
Millions will flow in
