This kid is Sudanese kid and its in 1990s, and it has been posted many times here and discussed, so pls don't make fake stories.

For your info the photographer of this photo was the great photo journalist Kevin Karter who won Pulitzer Prize for taking that picture. The sad thing is that millions of people questioned him about taking that picture instead of assisting the dying child. He felt so guilt that he killed himself few months after winning the Pulitzer Prize.
