Strong governance in south prolongs war?
It is not a coincidence that the governance is the weakest in the regions where the Barre government was the strongest. Conflict prolonged in the southern regions because government had replaced the traditional responsibilities of the traditional elders. Urbanisation combined with strong governance and development in the south led to an erosion of the clan leadership structures. So when the war ensued the people were divided but without leadership but for the warlords. It also meant there were far more assets to fight for in the south. Also the conflict started much later in the south (91) when it had been goin hard and long in Somaliland from the erly/mid 80's.
