Vitamin deficiency or some kind of childhood disease. A lot of young Somali and Ethiopian children have strange hair colors due to diet imbalance, often times its reddish-brown or blonde. Some of these kids look healthy and are healthy like the one in the photo but they still have strange hair color. Growing up I had brown hair, my sister had red hair and my other sister had blonde hair; sad thing is we were all chubby healthy kids living in Nairobi's suburbs so I don't know if it had to do specifically with malnutrition.

Missed on some important nutrients.
