Galmudug 15 percent

Puntland. 15 percent

Azania. 15 percent

55 percent goes to the central federal government.


I think this seems fair.

Increase aid to 20% for Puntland because their land is big, and have high population.

This whole debate will soon be settled. As I understand, the attempts to form a Somali Elders Council compromising the clan elders of the Somali Groups is at it's conclusive stages; they will have the mandate to form a new Somali parliament which will ultimately decide these sorts of issues. When folks talk about states, they are essentially talking of clan groups, Somalia has more clan groups than Galmudug ( Sacad) Ximaan & Xeeb ( Saleeban) & Puntland ( Majerteen) No-one will accept this formula and the concerned groups that matter understand that those who at this stage call for sharing of resources are attempting to manipulate & exploit the current anarchy & mess in Somalia for their selfish and greedy gains.

Puntland gets 25% of everything. Dhulbahante and Warsangeli eat from Somaliland's share. Basically what we have already demanded from the TFG if it wants to work.

The other clans in PL anaga cunto siinayna dont worry about, lacagta cash noogu soo dir uun.

Half of mudug and galguduud and hiiraan. 15 percent

Azania lower and upper juba and gedo 15. Percent


Bay bakool banadir shabeleda dhexe shabeelade hoose will come under the central federal government

Do you want some kind of house of elders so that they can decide how federal states should be created

And why would the people of Hiiraan, Middle Shabelle, Banadir & Galgaduud put their destiny in the federal government and have their resources managed through 4.5 when other regions get it directly as a clan? Lol, who is that weak to even accept that? I am telling you the issue of resource sharing when peace is restored will ultimately come down to demographics and income generation. Banadir, Middle Shabelle, Hiiraan, Lower Shabelle & Galgaduud contribute more to the Somali economy than any other region, why would they put down the most money in terms of taxation while getting the least in return? The principle of no taxation without representation is a fundamental element of any democracy and if groups even attempt to touch our plate there will be a price to pay.

But roving there wont be a 4.5 when federalism is fully implamented. They are just waiting for the states to be formed. I know some regions bring more money in then others its for the cental govt to decide who gets what.

No, I think it's the parliament to decide the question of resource sharing. About 4.5, it's not fair for a big clan to get the same seats in the parliament as small seats; that's why demographics and historical representation will play a much bigger role in formation of parliament as they have always done so.
