That is General Cabdulkhadir Sheekh Cali Diini, the Commander of the Somali Armed Forces. He is Marehan/reer Dalal. He was taken by private US jet from Columbus, Ohio to replace Cumar Abdirashiid as PM but was decided he would best contribute to Somalia by building and professionalizing the army using his expertise as an American-trained Somali military man who was high ranking in the Somali army at the time of collapse.

Under his tutelege is how the TFG army went from zero to moderately respectable.
