Because English is the most important language on the planet by far. Take this forum for example, Somalis around the world communicating primarily in English.

When it comes to educational purposes I'd have to agree. But making it a national language? I dunno. Why not Mandarin or Hindi? I'd say they're more viable.

English is the dominant language not only in education like you mentioned, but also culture and politics and science and every other field. For Somalia to become a viable entity in the world economy, I think all pupils must be taught English at school and all road signs/government publications also printed in English. Mandarin and Hindi are not going to become world languages.
