I'm thinking Tobi is Izuna which is Madara's brother or Madara himself where he split himself into two people before being defeated by Hashirama, the revived Madara knew about Nagato and was expecting to be revived by him; Madara and Nagato are from two diferent times which makes the whole thing confusing.
I remember Itachi telling Sasuke that Madara was a shell of his former self, he could be two different entities kind of like how that 2nd tsuchikage Mu (dude wrapped around like a mummy) split himself in two (not a shadow clone) before they tried to seal him.
