1—Job Title: Administration Manager

Duty Station: Garowe, Puntland

Deadline for the Application: 10 November, 2011

Transitional Puntland Electoral Commission is a public office established in accordance with the articles 12, 13,14, 15 and Annex 1 of Puntland constitution. TPEC is currently engaged in institutional establishment of its office and is willing to recruit a competent Human resources and Material Manager on the basis of the Terms of reference specified below.

Major Duties and Responsibilities

In addition to the duties and responsibilities listed in article 15 of the PEC law, the incumbent is responsible for the following:

Assist in recruitment and promotion of the Commission personnel.

Co-ordinates processing of whole complex routine personnel forms such as attendance and leave reports.

Coordinate and act as focal point for issues relating to human resources including recruitment, promotions, annual leaves.

Supervise plans related to the security and safety of Commission personnel and property and submits required security reports.

Manage and oversee activities related to logistical support for regional offices and maintaining liaison with headquarter and regional offices and the executing commission to the effect;

To allocate resources as required to ensure the successful operation of the commission activities;

To provide day-to-day central office services and administrative support.

To manage stock control and ordering of supplies, including stationery and letterhead, office sundries, stamps, kitchen supplies and office furniture.

To ensure that the office space is well maintained.

To administer travel and hotel arrangements for commission and staff members, where appropriate.

Develop human resources policies and procedures that will guide TPEC recruitment and compensation efforts;

Assist in developing appropriate and relevant TORs for the staff of TPEC.
Ensure that electoral materials and staff are deployed to the respective polling stations safely and on time.

Ensure adherence to administrative policies and procedures help in implementation to establish appropriate levels of security and systems.

Manage procurement and the proper maintenance of hardware and updating including computer software. Assets maintenance of assets inventory system. This includes, updating the asset database and ensure proper and adequate insurance coverage of the assets

Organize and manage the administration and support systems that facilitate the effective running of the commission activities.

Identify needs, facilitate and co-ordinate training programmes for staff members. Training shouldbe an integral part of the support function and an ongoing activity.

To undertake other duties as requested by the commission or the chairman.

Qualifications and Work Experience Required

University Degree in Business Administration majoring in business or public Administration, masters’ degree is preferable.

At least 5 years of progressive management and administration experience.

Proficiency in spoken and written English.

Proven written Somali Language Skills.

Excellent knowledge of computer skills

2- Job Title: Secretary General

TPEC is currently engaged in institutional establishment of its office and is willing to recruit a competent Secretary General on the basis of the Terms of Reference specified below.

Major Duties and Responsibilities:

In addition to the responsibilities listed in article 13 of the PEC law, the incumbent is responsible for the following:

• Maintain an up to date record of all official documents of the commission including legal documents.

• Participate in all sessions of TPEC and record the acts and resolutions of the Commission. Ensure all PEC acts and resolutions are duly signed by all members of TPEC.

• Receive all petitions or demands made to the Commission by the Political Parties, the government, or the citizens and announce the date of their presentation.

• Assist in the formulation of the TPEC’s overall strategies and policies including the development

and implementation of the work plan for the Commission, while at the same time ensuring that

different TPEC departments are fully coordinated and the staff are properly supervised;

• Ensure effective mechanism for monitoring and evaluation of TPEC activities, including ensuring

required data is consistently collected, organized and submitted on time;

• Prepare monthly progress reports based on inputs from various TPEC departments.

• Support TPEC training activities including development of training programmes and manuals.

• Assist in TPEC effort to develop effective civic and voter education programmes aimed at increasing society’s level of understanding of the electoral process.

• Responsible for the coordination of the activities of the regional and district electoral offices

• Coordinate with TPEC the working relations between TPEC, the Parties, Government, Legislative bodies and the CSOs

• On behalf of TPEC, coordinate the activities of Local as well as International Election observers.

Qualifications and Work Experience Required

• University Degree in management, economics or social science, masters degree is preferable.

• At least 5-8 years of progressively responsible management experience.

• Proficiency in spoken and written English.

• Proven written Somali Language Skills.

• Acceptable knowledge computer skills

3- Job Title: Financial Manager

TPEC is currently engaged in institutional establishment of its office and is willing to recruit a competent Finance Manager on the basis of the Terms of reference specified below.

In addition to the duties and responsibilities listed in article 16 of the PEC law, the incumbent is responsible for the following:

Ensure that TPEC finances are in order and all expenditures are supported by documented evidence.

Ensure that all regional and district electoral offices submit on time the monthly financial reports and documented evidence of all expenditures incurred by the regional and district electoral offices.

Ensure that only authorized payments are made with proper support document (including invoices) and that all payments are made on time and all required signatures are effected.

Ensure that bank reconciliation is carried out for each account on a monthly basis using bank reconciliation form.

Ensure that monthly cash flow projections are prepared and that TPEC has sufficient cash in its account to manage its activities.

Liaise with the Interpeace PMT office in Garowe to ensure that policies and procedures are in line with their needs and management approaches.

Enter all financial transactions for the activities managed by the TPEC into the auditable financial management system and ensure that all transactions are supported by the appropriate source documentation.

Maintain and improve upon the financial rules and procedures guiding the financial management of the TPEC, in close collaboration with partners.

Ensure that all financial obligations,(payroll taxes/deductions, registration fees, etc.), all payables and receivables and any other obligations are monitored and effectively managed. Qualifications and

TPEC is currently engaged in institutional establishment of its office. TPEC is willing to recruit a competent Legal Advisor on the basis of the Terms of reference specified below

Major Duties and Responsibilities

In addition to the duties and responsibilities listed in article 17 of the TPEC law, the incumbent is responsible for the following:

1. Provide legal advice to the Puntland Electoral Commission on all aspects of their operations including the legality of their decisions.

2. Represent the TPEC on all legal matters including, if necessary, court appearance;

3. Perform extensive legal research and analysis and prepare legal opinions, briefs, reports, and correspondence.

4. Support the development of electoral laws and draft required amendments to the electoral laws.

5. Provide advice on, and as appropriate, supervise and oversee the review, negotiation and drafting of major contracts, agreements, institutional and operational modalities, legal submissions and other legal documents;

6. In consultation with TPEC, handle a wide range of multi-discipline, highly complex and often sensitive and/or conflicting legal matters involving issues relating to constitutional, electoral and administrative law.

7. Liaise and work with the other justice sector actors like the Supreme Court, Appellate as well as Regional Courts, the Office of the Attorney General, and the Ministry of Justice on matters relating to the electoral process.

8. Perform other relevant duties as called upon;

Qualifications and Work Experience Required

University Degree in Law.

At least 5-8 years of progressively responsible professional legal experience is required in the practice of law either in an international organization, or in a government, or in a law firm.

Prior advisory experience with similar organization is desirable.

Proficiency in spoken and written English.

Fluent in Somali Language

its our time to put our state as superior somali state if i had time i would go to PL to work but im still studying , guul PL :up:
