No maamul made outside of Somalia will ever work. Somaliland, Puntland, Ahlu Sunnah, Galmudug were all established inside of Somalia. TFG, Azania, Greenland, Hiiraanland, Waax iyo Waadi, Raas Caseer State are what they are because they were established outside of Somalia. The Raskambooni maamul in Qoqaani, Tabta today have 1 million times more legitamacy in the eyes of the locals there than Azania because they actually exist and are visible.
