I wont say the name of the city but there was a famous case back home when the UN troops were in Somali early 90's, there were many cases of female rapists reported in a specific city.

A popular belief was that most of those women were effected by the famine initially because they were in a big center for women and when the UN food programs started flooding in their conditions changed and they wanted more than food.

But I think the matter was bigger than that. May be, as greenday mentioned in this thread, there was some "injecting" involved.
