Let us read what Allah swt said:
"And never (O Muhammad) pray for
one of them who dieth, nor stand by
his grave. Lo! they disbelieved in Allah
and His messenger, and they died
while they were evil-doers. " (9:84 )

You can't pray for dead disbelievers.

Now that being said the question is are they praying for the person or are they just saying a phrase.
