This will most likely be done by private investment from foreign investors who hold no say in Darfur. Don't over blow the Darfur situation and believe foreign lies. Most people from that region support the current government and Sudanese government has done a lot for Sudan as of late. Sudan has a strong economy compared to most and is doing well.

The North’s problems will change little with Southern independence. Bashir’s ruling National Congress Party (NCP) has not addressed the root causes of Sudan’s chronic conflicts, and is facing multiple security, political and economic challenges. The party’s hardliners are determined to solve these issues militarily, and has effectively ended debate on Sudan’s diversity, remaining committed to an Arab-Islamic identity for all Sudanese and is ready to sub-divide key states to accommodate political barons. At the same time, NCP rank and file is increasingly discontent with its leadership and its approach to dealing with the current situation.
Despite austerity measures, the government is facing a serious budget deficit and spiralling inflation. Government revenue is low and it is not able to pay salaries. Food, fuel and other commodity prices are on the rise, and development projects and activities in periphery states are almost stopped. The opposition parties are trying to position themselves for post July 2011, but are weakened by the decision of some of the traditional parties to enter into unilateral negotiations with the NCP. Unless the opposition parties present a more unified front, it is quite likely that the NCP will continue to stymie attempts to reform the government."

it is too soon for them to spend that much on such a project since Sudan is still a good candidate for next American invasion. They should either get enough defense system in place or align itself with America first.

I have personally spoken to a darfurian on the issue. He has told me it has more to do with arab tribes hoarding power in Khartoum and the years of neglect and margnalization that has lead some darfurians to take up rebels cause. The discontent with the the arab tribes in khartoum has lead to a wide discontent for Islam in general in Darfur, and missionary groups are having a field day converting poor african nomads into christianity. The other day I watched a video on a christian U.S. channel about a pastor embedded within the AU mission in Darfur. He was preaching in English, to an audience that only spoke Arabic However, he had arabic bibles with him.

That will never happen, you are dreaming. If they want to engage Bashir they have South Sudan.

Its not only Darfur , there is discontent all along Sudans periphery. Recently there has been fighting in Sotuh Kordofan and the Blue Nile, they were the Northern rebels allied with the SPLM.
