And my second question is what came first, man or God?

Well nabiyuna Adam was the first man and he was a believer of Allah so reglion and Allah were first.

My other question; what is the difference between atheist and agnostic?

If we define atheism as the belief that there is no higher being than yourself, would God have been considered thus when there was nothing in existence but he?

Thats if we define atheism as such, but thats not what it is. For them, there is no God and thats where it ends, anything beyond that is slightly nudging into other regions such as deism (a sort of God, regardless of shape/ability/need to act etc). Funny thought though. God believes 'Laa Ilaaha Illaa anna' which is the epitome of kufr in Islam, would you call Him a Kaafir? I guess not!!
