It doesn't say the location, but I think it's Xamar because one of the people having his limbs cut off looks like a reer xamar cad cad.

One guy got one hand cut off and then one of his legs cut off right afterwards (and then they covered the wounds with plastic bags and lead him away on a technical )...i understand you get your hand cut off for stealing, but what offense requires a leg to be cut off?

Who carried out the action? A militia? And why cut off the foot aswell people are heartless.

No I can't. Nothing in the video says why he's being punished and the thread OP didn't say where he got his information.
