At the closing of the last Somali constitutional drafting in Garowe this past Friday rumors flared out of control from Djibouti to Nairobi, and out into Europe, North America, Australia, and beyond. The first rumors referenced the old theme of Puntland leader Abdirahman Mohamed Mahamud ‘Faroole’ running for president of post-transitional Somalia, while newer rumors had placed Transitional Federal Government prime minister Abdiweli Mohamed Ali ‘Gaas’ as a possible replacement for Faroole in Puntland, slated for its next election in December 2012. But those are just rumors for now, however, a contact inside Somalia has offered an entirely different outcome for the nation.
Somalia’s incumbent president Sharif Sheikh Ahmed has reportedly signed a deal with Puntland leader Abdirahman Mohamed Mahamud to remain president after the TFG’s mandate has ended. In exchange for Faroole’s support in post-transition Somalia, Sharif will move the seat of government to Garowe while Mogadishu remains the symbolic capital, a sort of twist on Bolivia’s setup whereby the executive and legislative branches operate out of La Paz while judicial authority operates out of Sucre. The actual status of Mogadishu within the new federation is still unknown, but its significance in post-transitional Somalia is still undecided according to the latest Garowe accord.
Faroole is expected to use anticipated ‘oil money’ to smooth over relations with political opponents inside the country while also cementing the political authority of his allies.
