I mean it is not like he could refuse this conference made by Somaliland's main donor funders and with the participation of all those dignatories (it is not like it was Emgathi or Carta conference or something) but they told him to his face "you will have an opportunity to tell your story".

Somaliland was invited to speak about its experiences in nation building and peaceful reconciliation and about its work against piracy and terrorism.
This is exactly what Siilanyo talked about and he used his nearly 40 min speech to bring up the issue of Somaliland and its quest for recognition to the conference.

All this was in the itenary of the conference and it was known in advance by everyone who was interested.
