Puntland constitution finalized by April 15

Puntland President Abdirahman Mohamed Farole signed a decree that states the Puntland constitution will be officially finalized by the 15 April, Radio Garowe reports.

A press conference of the official signing of the decree was held on Saturday in the presidential palace which many government officials made remarks about the finalization of the Puntland constitution including Speaker of Parliament Abdirashid Mohamed Hersi, director of the electoral committee Dr. Mohamed Hassan Bare and finally President Farole.

Many attended the meeting including Vice President Gen. Abdisamad Ali Shire, deputy speakers of parliament, ministers and MPs.

Dr. Bare was the first to speak at the event on Saturday emphasized the importance of a constitution for Puntland state. “The importance of establishing a state constitution for Puntland helps steer the government in the direction of democracy,” said Dr. Bare.

Speaker Hersi made a few remarks after Dr. Bare thanking the electoral committee and organizers of the event. “I am very pleased that an electoral committee was established and it is very crucial to the democratization process for Puntland,” said speaker Hersi.

After President Farole signed the decree he started by thanking the officials who work diligently for the Puntland people. “I want to thank everybody who is working tirelessly for the people and government of Puntland. When my government took the incumbency in 2009 we promised that we would return the authority of choosing leaders back to the people,” said Farole.

President Farole said that the official finalization of the Puntland constitution would be on the 15th of April. “The constitution will be finalized on the 15th of April and will be overseen by the national constitution assembly which will consist of representatives of the people of Puntland chosen by the people of Puntland,” said President Farole.

Farole also spoke about the accomplishments of his government including the 2010 Puntland military operation against the Galgala mountain militia.

Finally President Farole brought up the issue of the Somali Shilling which has strengthened against the US dollar recently and the announcing of new Somali Shilling notes to Puntland. “There are a lot of issues why the Shilling has strengthened and the Puntland government is investigating certain factors that have attributed to this issue. I urge anybody who is holding Somali Shilling to register their money into the central bank so the process to change the old Shilling into the new one is easier,” said Puntland President.
