Kulankan taageerada ah oo ka dhacay Hotel Raage ee Muqdisho ayaa waxaa ka qaybgalay 39-mudane oo kasoo jeeda gobolka Shabeellada hoose, kuwaasoo la hadlay saxaafadda markii uu kulanka soo dhammaaday.

It's in the formation & consultive stages & their endorsement is crucial first step moving forward. It shows the need folks have for reaching political consensus on the key questions pertaining to the region & it's most welcome & came at a key stage towards the struggle for representative & just body that represents the aspirations of the people of the Shabelle Valley & Banadir. I get Your point, but this is the same arguement every other regional administration that does not have boots on the ground uses. That You have to have endorsements, administration, etc. in place before any grassroots, local state building is done for the regions they claim to represent. The same thing happens for so called Jubbaland administrations, Somali Central State and so on. I think the first thing these regional administration hopefuls should do before anything is physically secure the land, hold consultative meetings with the elders, tribes, community leaders of these lands and establish a admin. On another note though can You address How Xamar which is supposed to be a Federal zone as the Capitol of a Federal Somalia, can be part of a Maamul Goboleed?

Somalia has been at war for 21 years now & unilaterally declaring a state & imposing your views on everyone else won't work. The organizers of Banadir State are in Mogadishu & most of them haven't left Mogadishu even at the peak of the civil war. So they understand better than anyone else what's at stake & what needs to be done. At the consultative & formation stage, it's crucial that the political & traditional representatives are taken into confidence & their input incorporated into the decision making process & that's why the endorsement of the MPs is a crucial first step which is what the organizers & steering committee are doing.
About the status of Mogadishu; there are number of creative solutions that are being floated around. My personal favorite is the creation of a new Federal District within Mogadishu which will serve as the seat for the Federal Government. Another one. Is making Mogadishu its own state with its own parliament that's divided into two chambers one representative & the other made up of the traditional leadership of the clans that owns the city with veto power on the running of the city-state. If the intention is sincere, there is no shortage of just solutions.

For the first point, I guess if the orginizers are aware its not gonna be easy and that they will have to build consensus on the ground its possible. Best of luck for this new state.
As for the status of Mogadishu in this, I do not see How one town can be the seat of a Country and a Regional administration. Logic would state simply claiming Mogadishu but moving the capitol elsewhere. Keeping Mogadishu as the Capitol of Somalia and having it serve a dual role as the seat of a regional State is unrealistic.

You haven't read what I said about Mogadishu.
The current ideas of the status of Mogadishu include the setting up of a new district within Mogadishu that will serve as the seat of the Federal Government; much like Washington DC which was born as a compromise solution between the North & South States. Another idea is the formation of a city-state with its own parliament divided into two chambers one for elected representatives & the other for the clan leadership that owns the city with veto powers.
Both these ideas are logical & just. Everyone understands that Somalia will be federal nation & everyone also understands that the clans will rule their regions. It's illogical & weird then to say Federalism for some parts of Somalia & central government for other parts. Mogadishu was not created by the Somali government & it existed hundreds of years before the creation of the Somali State. Any solution for it has to take this into consideration.

- when you say “own” are you thinking in terms of trust land like Indian reservation in the U.S where The federal government holds legal title and the clans hold beneficial interest as in Common ownership and doesn`t that entitlement make, pre 1991 residence of Mogadishu eligible claimant under “Tenancy in common” since they have land titles which makes them elective under a “common ownership”
Which leads back to how determent and select what clan owns and what clan doesn`t own . Are arabs(xamar cadcad ) viewed as unitary eligible for “ownership”

Pre-91 & post-91, no-one questions the real clan group that owns Mogadishu. When I say "own" I am talking about land-ownership & also demographic, historical & political ownership.
