If Puntland didn't neighbour Somaliland they probably would have been very shitty like the southern states (Bay/Bakool et al.). It's the rivalry with Somaliland which made them one of the most successful states of Somalia. This has now also spilled over to Galmudug and the central regions trying to emulate Puntland.
