The other 35% depends on who is going to lead Somalia after august he drafted a Puntland constitution which made sure federalism must and will be adopted the way he wanted.See the house of Garowe has plan a plan b plan c and so on today there is no other state working in Somalia the road map is being pushed also by the same guy faroole, galmudug was opposed to the road map. But faroole had bigger friends around the globe even mahiga is his agent remember the garowe 1 and 2 accords. it will give puntland a head start of more than 7 years or more since they are the only federal state that has 2 regions and more. The cayr and Merehaan were running last week as they wanted to establish a state in the central regions they are 10 years to late. This is what i think after august will happen the 4.5 power sharing formula will continue for a while as the road map says, federalism will not fully adopted there will be spoilers some will try to reform things with int he new govt. Puntland will fall back to its own constitution till federal states are fully established or another leader will come and take the lead, faroole did it well pass the damn paper we will talk about it later that's what sharif said today that was the motto from Garowe.The Folks in Mogadishu are also winners they can now establish their own own banadir state the constitution allows them to do that with Mogadishu as their capital. They are also winners because the President will most likely come form their region and he will have all the executive powers as both head of state and head of govt as Somalia will be a Presidential republic. But Somalia will be lose federal states with Minimum power from the capital so its a win win situation.

You said it yourself that the roadmap and the Garowe principles layed the foundation for the constitution. Garowe princples say the president will be symbolic, he must maintain the unity as the head of states.

And no dastuur.org doesnt say we will have a presidential system. According to them we will have a President and a PM, which means a parliamentary system

I read the articles regarding the president and his powers ( article 93 read it for urself) on dastuur.org

I also read the Garowe principles, the new dastuur is based of those principles.
