We should award contracts based on who has most to offer to us in the future and not who offered us most in the past.

For one Ethiopia is not the one which chose to shun other regional stakeholders by dealing with Somaliland like it's another country. Lets say Somaliland agreed to become a federal state under Somalia, and there were proven oil reserves in your region, would you give control of your resources to the central government?
