The report, seen by the BBC, is being circulated at talks in Turkey on how to end Somalia's decades of anarchy.
It alleges a discrepancy of about $130m (£85m) in the accounts over two years.
“It is simple to claim allegations but you must make it clear and tangible. Where the money has gone is what we want to know also.” President Sharif added. “They say that more than one hundred dollars are missing but we may say we did not receive this money, we may also ask the international community.”
