Ottawa girls, 15, face human-trafficking charges; teens lured to prostitution

OTTAWA - Police in Ottawa are calling a case in which two 15-year-old girls are charged with human trafficking "shocking."

They say they have never seen anything like it before, and say neither have their counterparts across the country.

Police allege that on three separate occasions, the girls lured three female victims ranging from 13 to 17 years of age to a city residence for social reasons.

From there, the victims were driven to other locations for the purposes of prostitution.

The accused girls face multiple charges, including human trafficking, robbery, procuring, forcible confinement, sexual assault, assault, uttering threats and abduction.

Police are still looking for a third female suspect they say is age 17.

"Shocking is a great word, because that was our reaction," Staff Sgt. John McGetrick said in an interview.

McGetrick said he could not get into details of the case but said the victims were confined and somehow forced to engage in prostitution.

Police said there was no indication pimps or men played any role.

"We're not aware of anyone else involved," McGetrick said.

Police are channelling their efforts toward finding a 17-year-old girl accused in the prostitution of three other teenage girls in Ottawa.

On Monday, police charged two 15-year-old girls for forcing the other girls between 13 and 17 years old into prostitution in three separate incidents. The pair was arrested Friday and Saturday.

Police add the girls were offered to adult men for acts of prostitution.

Ottawa police have called the case "shocking" and believe it is unprecedented in Canada after scanning the RCMP database for related cases.

Staff Sgt. John McGetrick has said the victims were invited through social media to meet the accused through "innocent social means" and brought to a location in the 2400 block of Walkley Road. They were then taken to various locations.

'Repugnant, horrible crime'

Public Safety Minister Vic Toews also said Tuesday the federal government has recently tightened up some laws surrounding human trafficking, but added this case has a "different twist."

"Human trafficking is of course a very repugnant, horrible crime," he said. "If they are, in fact, carrying out this type of activity, one would hope there are significant repercussions if they're guilty of this offence."

The charges against the accused include human trafficking, robbery, procuring for prostitution, forcible confinement, sexual assault, assault, uttering threats and abduction.

The names of the accused can't be released due to provisions of the Youth Criminal Justice Act.

They add there are no gangs involved and the trio of accused appears to have acted alone. Police are urging parents to be more aware of how their children use social media.

For the parents of the accused, Doug Baum, head of the Ottawa Criminal Defence Lawyers Association, said they can't be held legally responsible for any social media activity in their homes. He added the teens have to be charged as youths, because the offence is not serious enough.

Police in Gatineau, Que., have arrested the third suspect in a human trafficking case where three teenage girls are accused in the prostitution of three other teenage girls in Ottawa.

The youth, 16, was apprehended Thursday at about 8 p.m. and returned to Ottawa, police say. She appears in an Ottawa courtroom Friday afternoon on charges of human trafficking, procuring for prostitution, forcible confinement, robbery, assault and uttering threats.

The search for the third suspect was made more difficult, police say, because they could not release info about her due to provisions of the Youth Criminal Justice Act. Police had also originally said she was 17 years old.

Police said the three accused allegedly used social media to lure a trio of other girls, who are between 13 and 17 years old, to a home at a Walkley Road community housing project in southeast Ottawa. That is also where the accused live, neighbours say.

3 separate incidents

The teens are then accused of offering the victims to adult men for sex in three alleged incidents:
Between May 16 to 19.
May 30.
June 3.

Police also said they believe the victims were drugged in one of the incidents. They continue to say the accused teenage girls acted alone without guidance from an adult.

The two other suspects, both 15, were arrested June 8 and 9 and face identical charges. They appeared in court earlier this week.

One 15-year-old was remanded into custody Wednesday until her bail hearing scheduled for Monday.

Teenagers whom CBC News spoke to have said they are more aware of who they associate with on Facebook since the prostitution ring was made public.
