A fair way to go about it would be:

Stage 1
Each region would host a regional cup.
the districts withing that region would go at it until there is one
district left standing. The winning district would get to represent
that region. For instance, Gedo region has 7 or 8 districts and are as follows:

Baardheere District
Balet Hawo District
Ceelwaaq District
Doolow District
Garbahaarreey District
Luuq District
Buurdhuubo
Of these districts, the winning district would get to represent the entire gedo region.

Stage 2
The regional champs would go at it knocking each other out until one is left standing. This team with their coach would then get to represent the country for that year.

I think the best footballers hail from Xamar, Guriceel, Baidoa, Gedo and the bantu towns.

the last regional tournament played, it was won by reer banadir superstars, thats enough to say mogadishu should represent the national team

My proposal would create competition between districts and regions.
