This definitely took place before Somaliland declared its secession as Aidiid says at 18:20 that an SNM delegation led by Siilanyo was on its ways to the south for a meeting with the USC, and we have seen Siilanyo's proposed power sharing document between the USC and SNM. If only Ali Mahdi didn't declare himself president causing a rift between the USC and riling up the pro-secession SNM, Somalia could have taken an entirely different course to the hopeless one it did.

Edit: Having watched the rest of the video I was a bit premature with my assessment, this took place after SL's declaration of independence, :leon:
