The Niya to swear in oath as part of accepting a binding contract does not require hand on the Quran, these men pray daily i am guessing and how many somalis have you met who have not memorized even one sura. The Quran is in our memory. Non of them can accept responsibility for posts they do not have any intention to fulfill and if they do then let judgement be between them and their Master.
